Where the tenders and documents come from
Tenders come from public data. The documents for each one (tender programme, specifications, clarifications) sit on the platform where the tender runs. Here you can see what each platform lets us read and how many open tenders already have their documents with us, counted every day. The documents themselves are in Portuguese.

We count a tender when the bid deadline has not passed yet and we have downloaded at least one document besides the notice. Percentages are rounded down. There are no estimates: it is the day's count, in our database.
What each platform allows
VORTAL
We read it every dayEvery day we read each tender's public documents through the link in the notice, one procedure at a time and slowly. We don't redistribute them: the link always takes you to the platform.
acinGov
We read it every dayThe documents are public through the link in the notice, and the terms do not forbid automated access; they forbid copying, distributing or publishing what you get from the site. We read the documents to summarise and quote them and never redistribute them: the link always takes you to the platform.
anoGov
We read it every dayEach procedure's public page gives the documents without an account. There are no published terms of use for the portal (only for paid products), and no rule against automated access.
comprasPT
We read it every dayEach procedure's public page gives the documents without an account. The general conditions say nothing about automated access; they reserve the platform's intellectual property (not that of the documents).
eSPap
We read it every dayA public (State) platform. Each procedure's page gives the documents without an account; we found no published terms of use.
SaphetyGov
We don't read itThe documents can only be seen with an account and a request for access to the procedure; the platform is run by VORTAL, whose terms forbid automated collection. No open tender points to it.
When we don't read a tender's documents, its page says so and takes you to the platform; you can upload them yourself for the AI to read.
Where the notices come from
Portal BASE
The notices and contracts of every public body, through open data. Each notice links to the documents on the platform where the tender runs.
Diário da República
The published notice of each tender (the official gazette): deadlines, criteria, lots, deposit, qualifications. Read for open and recent tenders.
TED
Notices from Portuguese public bodies in the EU Official Journal: tenders and prior information notices, the ones that warn a tender is on its way.
How we read
- Only what the platform shows any visitor, without an account. We never get around logins, captchas or blocks.
- We identify ourselves in every request and go slowly: at most one request every two seconds to each platform.
- We follow each platform's terms. Where they forbid automated reading without permission, we only read when a person asks.
- We don't redistribute the files: the AI reads them to summarise and quote them, and the link always takes you to the platform.
